Tooltips for Icons

Description

It would be nice to have tooltips for the icons for "Permanent Link" and "Edit Item Properties" that appear next to the title of items, so that when my mouse pointer hovers over the icons, I get some feedback as to what those icons are, without having to click them.

Yep this makes sense depending on the theme you're using :P
